Italy&#8217;s central bank sends the same signal: efficient homes are re-rating up, energy-poor ones down. With the ECB&#8217;s June rate hike in effect and the share of fixed-rate mortgages slipping, this cycle rewards the <strong>quality of the asset<\/strong> \u2014 new, efficient, well-located \u2014 more than volume itself.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h3 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"DATA_%E2%80%94_House_prices_52_YoY_in_Q1_2026_and_now_new-build_leads_Italy\"><\/span>DATA \u2014 House prices +5.2% YoY in Q1 2026, and now new-build leads (Italy)<span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">The ISTAT house-price index (IPAB, provisional) rose <strong>+1.0%<\/strong> quarter-on-quarter and <strong>+5.2%<\/strong> year-on-year in Q1 2026, sharply accelerating from +4.0% at end-2025 (ISTAT, <em>House prices \u2014 provisional, Q1 2026<\/em>, press release of 19 June 2026). The picture flips from the prior quarter: <strong>new-build jumped to +6.7%<\/strong> (from -1.1% in Q4 2025), while <strong>existing homes eased to +4.8%<\/strong> (from +5.0%); the IPAB carry-over (&#8220;acquired&#8221;) inflation for 2026 is already <strong>+2.6%<\/strong>. This is a quality-adjusted <strong>price<\/strong> index \u2014 distinct from transacted volumes (OMI, the property-market observatory inside the Revenue Agency, reports residential volumes <strong>+4.4%<\/strong> YoY in Q1 2026) and from portal <strong>asking<\/strong> prices.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><em>So what:<\/em> appreciation is no longer carried by second-hand stock alone \u2014 new-build, largely in high energy classes, is running again; for capital it confirms the premium is shifting to the quality of the asset, not bricks-and-mortar in general.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"DATA_%E2%80%94_Mortgage_rate_on_new_purchases_at_343_but_the_fixed-rate_share_is_slipping_Italy\"><\/span>DATA \u2014 Mortgage rate on new purchases at 3.43%, but the fixed-rate share is slipping (Italy)<span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Per the ABI (the Italian Banking Association), the average rate on <strong>new home-purchase mortgages<\/strong> rose to <strong>3.43%<\/strong> in April 2026 (from 3.37% in March), with home lending up <strong>+3.4%<\/strong> year-on-year and total lending to households and businesses up <strong>+2.7%<\/strong> (ABI, <em>Monthly Outlook<\/em>, May 2026, April data \u2014 the latest available print). A behavioural signal: the <strong>fixed-rate share<\/strong> of new disbursements fell <strong>from 85% to 81.7%<\/strong>, just as the <strong>ECB raised rates by 25bps on 11 June<\/strong> (deposit 2.25%, main refinancing 2.40%), <strong>in effect since 17 June<\/strong>; 12-month Euribor remains above 2.8% (early-June fixing: 2.842% on 5 June). Note: the ABI figure is the contract rate on new operations \u2014 distinct from the all-in APRC (TAEG) of 3.91% from Banca d&#8217;Italia cited in Edition #2.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><em>So what:<\/em> leverage stays accessible but is no longer falling in a straight line; the drift back toward variable rates suggests some borrowers are betting the rate peak is in \u2014 a bet that just got riskier as the ECB changed direction.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"MARKET_SIGNAL_%E2%80%94_The_greenbrown_gap_2_for_efficient_homes_-4_for_energy-poor_stock_Italy\"><\/span>MARKET SIGNAL \u2014 The green\/brown gap: +2% for efficient homes, -4% for energy-poor stock (Italy)<span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Banca d&#8217;Italia&#8217;s 2025 Annual Report (published late May 2026) and its companion climate-risk report document the same value fault line the price data now shows: homes in <strong>energy class A\/B<\/strong> gained roughly <strong>+2%<\/strong> in value, while <strong>class F\/G<\/strong> properties lost about <strong>-4%<\/strong>, with <strong>green mortgages<\/strong> rewarded by tighter spreads (Banca d&#8217;Italia, <em>Annual Report on 2025<\/em> and <em>Report on Sustainable Investment and Climate Risks<\/em>, 2026). The same report flags that over <strong>19%<\/strong> of the population lives in areas of high hydrogeological risk, and that flood risk alone exposes about <strong>one fifth<\/strong> of national housing wealth to sudden write-downs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><em>So what:<\/em> energy efficiency and climate exposure are now financial parameters, not labels; the new-build rebound (+6.7%) and the green premium tell one story \u2014 for cross-border capital, the EPC (Energy Performance Certificate) class and the flood-risk map belong in underwriting alongside price and yield.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"LISTED_RE_%E2%80%94_Italian_real-estate_funds_reach_E132bn_concentrated_in_a_few_managers_Italy\"><\/span>LISTED RE \u2014 Italian real-estate funds reach \u20ac132bn, concentrated in a few managers (Italy)<span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Italian <strong>real-estate fund<\/strong> assets are estimated at about <strong>\u20ac132 billion<\/strong> in 2026, with <strong>97%<\/strong> of vehicles run by just <strong>20 SGRs<\/strong> (asset-management companies) (MilanoFinanza, 9 June 2026, on market data).
